This is a proposal-review exercise, not a live procurement request. Imagine a small business is comparing monthly SEO services after an initial audit.
I would ask each proposal to describe the agreed priorities, deliverables, implementation responsibility, reporting method and review cadence. The proposal should explain how the work changes when the next important problem differs from the previous month's tasks.
Providers can discuss a deliverable or example scope with their affiliation disclosed. A useful reply might explain how a recommendation becomes an implemented, checked change. Promises about a particular ranking do not replace a clear account of what work will be done and who reviews it.
