What would you investigate before acquiring an expired domain for a genuine new website? A familiar name or a reported backlink profile does not explain its history or suitability for a new project.
My example review would cover the prior site's purpose, visible historical content, ownership and naming concerns, the relevance of existing references, and the new site's actual audience. I would also record uncertainty where historical information is incomplete.
This is a planning discussion, not a domain sale or a recommendation to redirect an unrelated site for ranking purposes. If you share an example, explain the intended new project and what the historical evidence can and cannot establish.
