A comparison sheet could capture most of the questions raised so far. Suggested columns: opportunity type, audience, example URL, poster's role, deliverables, fee basis, link treatment, approval owner, timing, correction terms and unanswered questions.
MetricsDesk's distinction between delivery and outcomes would fit on a separate reporting tab. Keep the original proposal so that the final page can be compared with the agreed work.
If providers include tool-based estimates, add the tool, date and scope beside each number. An empty field should stay empty until there is evidence to fill it. This format does not decide which offer is best, but it makes missing information visible and prevents a polished sales description from crowding out the actual terms.
