GuestPostDesk's outline suggestion could help both the content review and the completion report. Before discussing a link, the draft should answer a reader's actual question. A simple brief can state who the reader is, what they already know and what they should understand after reading.
If a provider proposes a guest article, I would ask which examples, explanations or resources will be original to that article. Rewording a general introduction does not show why this particular publisher needs it.
The destination page should receive the same review. A detailed article pointing to a thin or confusing page creates a poor handoff for the reader. Content quality is therefore part of reviewing the opportunity, even when the proposal is advertised as an outreach service.
