ServiceScope's approval stages are a good place to address anchor text. The request should include the destination page and the reason the wording helps a reader understand it. The publisher's ability to edit the final sentence should be clear before the draft is approved.
For an offer template, I would separate three fields: requested destination, proposed wording and final published wording. That avoids treating a draft suggestion as proof of what appeared on the finished page.
The report should also record link attributes and commercial disclosure. Those are part of the placement description, not details to discover after payment. A provider who cannot yet confirm them can explain which decisions remain with the publisher.
