The same permission question applies to directory offers. A person selling a submission service may control the submission, while the directory owner controls acceptance and the final listing. The proposal should say which of those outcomes is being sold.
For directory backlinks and business listings, I would request a sample entry in the actual category, the review policy and the renewal terms. It helps to see how a listing looks before paying for a featured position or annual membership.
A useful correction process matters too. Businesses change their contact details and service areas. An offer should explain how an owner can update the entry, rather than leaving a stale listing as the only evidence that work was completed.
