The audience-first point in section 2 should carry through to the example URL in an offer. A general homepage is often too broad to explain what is being proposed. I would ask a provider for one page that serves a similar reader and a short explanation of the connection.
For example, a proposal aimed at owners of small ecommerce shops should identify the relevant section, intended topic and destination resource. That gives the publisher and the buyer something concrete to review. It also makes a follow-up question possible: what would this article add to the existing material?
Would other readers prefer an initial offer with one carefully explained example, or several examples grouped by audience?
