Free keyword research tools: how would you build a usable starter workflow?

#1
For someone with a limited budget, a keyword workflow should still connect research to an actual page decision. Which tasks can be completed with free access, and where does a limitation change the plan?

I would start with the audience's questions, the existing pages and a small set of candidate topics. A tool can supply suggestions or observations, but the worksheet still needs the reader's task, proposed page type and evidence behind the choice.

Share a tool or resource with the task it supports, its checked access limits and any affiliation. The goal is a manageable first plan, not the longest possible list of keyword variations.

Group the suggestions around answers a page can provide. That makes a small list useful even before there is a detailed estimate for every term.

Also mark whether the site already has a relevant page. The next action may be an improvement to that page rather than another article.

Keep an uncertainty column. Estimates, incomplete coverage and missing historical data should not disappear when the worksheet is handed to a writer.

A plan can be useful with limited data if its assumptions are visible and the team knows what it will review later.

The starter deliverable would be a short task-to-page map with supporting observations and explicit unknowns.

Recommendations here can explain which part of that map a tool helps produce. That is much easier to compare than a list of products with no workflow attached.
